INDIVIDUAL CONSULTANT AND PROJECT IMPLEMENTATION SUPPORT PERSONNEL FOR THE GHANA NATIONAL HOUSEHOLD REGISTRY (GNHR)
The Ministry of Gender, Children and Social Protection has received financing from the World Bank toward the cost of the Ghana Productive Safety Net Project (GPSNP), and intends to apply part of the proceeds for consulting services and recruitment of project implementation support personnel.
BACKGROUND
To enhance its efforts to increase social protection services to citizens, the Government of Ghana in collaboration with the World Bank is implementing Ghana Productive Safety Net Project (GPSNP) that seeks to provide tailored support to the poorest households to address the demand-side constraints to accessing services that would strengthen their productivity. This support will be sequenced in a manner that reflects (i) the different capabilities of and constraints faced by households; and (ii) the geographic coverage of each intervention. For those extremely poor households that can diversify their incomes or improve the productivity of their household enterprises but face constraints in accessing technical skills and financial support, a set of productive inclusion activities will be provided. It is being situated within broader efforts to provide dedicated and coordinated support to help households access agricultural support and strengthen their financial literacy and savings. The Government also aims at consolidating the social protection sector by strengthening individual program delivery systems and further consolidating the building blocks of the SP system as well as strengthen and integrate these processes into a functional and coordinated SP system that is anchored at the community level.
PROJECT DEVELOPMENT OBJECTIVE
The objective of the GPSNP is to support the Government to strengthen safety net systems that improve the productivity of the extreme poor in Ghana.
OBJECTIVE OF ASSIGNMENT
The Ministry is determined to have dedicated personnel to be deployed during data collection in the data collection in the Central, Volta and Oti Regions by having a full complement of approved staff and officers. In view of this, the Ministry through the GNHR would be recruiting suitable candidates to occupy various positions for the upcoming data collection exercise in the above regions.
The MoGCSP is therefore seeking to engage the services of Individual Consultant and Project Implementation Support Personnel as follows:
1. IT Officer - Individual Consultant
2. Hardware/Mobile Tablet Technician - Project Implementation Support Staff
3. Quality Assurance Officer - Project Implementation Support Staff
4. District Field Officer - Project Implementation Support
Staff SCOPE OF THE ASSIGNMENT
The IT officer will play the Web Developer role in GNHR and be responsible for GNHR website,He/She will further supervise the quality assurance processes and provide training for quality assurance officers in GNHR. He /She will be responsible for coordinating with the assistance of Mobile Technicians, peripherals used on the field for Data Collection. Similarly, he/she will be responsible for testing all systems developed in GNHR. IT officer will monitor and maintain the GNHR computer systems, installs, and configure hardware and software, and solves technical issues as they arise. The Hardware/Mobile Technician would provide hardware and software maintenance of Android tablets and associated peripherals. Mobile Technicians will be responsible for making recommendations for future hardware specifications. Also, the Quality Assurance (QA) officer would ensure data received from the field has the quality and sanctity that meets the standards required for the Ghana Household Registry. Finally, the District Field Officer is expected to manage the day-to-day administration of the field offices, distribute logistics to field staff and perform other field monitoring activities within the district.
DURATION OF ASSIGNMENT
The duration of the assignments are as follows:
1. IT Officer - 12 Months after contract signature
2. Hardware/Mobile Tablet Technician - 12 Months after contract signature
3. Quality Assurance Officer - 3 Months after contract signature
4. District Field Officer - 4 Months after contract signature.
EXPRESSION OF INTEREST
The Ministry of Gender, Children and Social Protection (MoGCSP) now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information through their Curriculum Vitae and other means, demonstrating that they have the required qualifications and relevant experience to perform the assignment. The selection will be carried out through open competition among qualified shortlisted individuals and in accordance with Section VII paragraphs 7.32 and 7.36 of the World Bank’s Procurement Regulations dated July 2016, revised in November 2017 and August 2018 and revised again in November, 2020. The Consultants having the required experiences and competencies relevant to the various positions shall be assessed and compared using weightings.
